Max RPMs during sea trial

During the sea trial for my new Beta 14, the installers say they could only get the engine up to 3200rpm. The manual says it should go to 3600rpm. Is 3200 over-burdening the engine? Installers say 90% is good enough... is it?  And is my warranty still good with max RPMs only at 90%?

One could ask the installer if paying only 90% of their bill is also good enough. The answer is NO, it is not good enough.

The propeller needs to be changed or re-pitched to get the engine to 3,600 in gear. If it is within 100 RPM of this we will let it go not no more..
