It sounds like the panel was not grounding through the harness. There is a good chance that the ground wire was damaged at the lower alternator bolt which is used as a ground point.

Do not run the engine with the key turned to off. Switching the key on and off with the engine running will damage the alternator diodes.

Was the cable removed from between alternator and starter motor?
