Tachometer doesn’t go to zero

My tachometer reads 500 when the engine isnt run.  Does that mean it reads 500 RPM high all the time?  Is there a way to reset it so that it reads zero?

This is not unusual. It should reset back to zero when you switch the ignition back on.
